ANDROMEDA COUNCIL REACHING OUT WITH HELP ACROSS THE HEAVENS

The Andromeda Council is an intergalactic, interstellar & interdimensional governance & development body of aligned benevolent star systems & planets of sentient intelligent life...    for worlds in both the Milky Way and Andromeda galaxies.  The Andromeda galaxy is also known as M31 to the people of EarthThe chaired members of the Andromeda Council comprise a total of twelve (12) different, distinct member worlds & races.

As a high level governance body  the Council  is responsible for setting precedenceprotocolsconditions of behavior regarding planetary exploration & first contact, new membership, and trade relations... among its member planets.  Think of it as a deep space - 'United Nations'.

Its own conduct is guided-by, measured and adhered to by the highest degree of intergalactic standards, ethics and protocols.  Every decision it makes is very cautious and deliberate.  The Council itself is held responsible to a very rigorous set of governing laws and mandates to which it must adhere and obey.

The Council also has a non-voting Chairman from the Andromeda galaxy  star system Zenetae, planet Tishtae, and a non-voting Vice-Chairwoman from the star system Mirach, planet Terial.  The Mirach star system and planet Terial are located in the Milky Way Galaxy, though  they can be seen from Earth as being in the Andromeda Constellation.  The Zenetae star system itself is physically located in the Andromeda Galaxy.  These two people, as many on the Andromeda Council, live & vibrate in an upper 4th dimension/density level reality. 

There are also some 3D, third dimensional like Earth;  5D, fifth dimensional, and 6D, sixth dimensional, people that are members of this governance body as well.  There is one council member per seat.  There are living accommodations on the primary Andromeda Council biosphere, where these meetings are held, for the people who live in all of these dimensions of life.  

Many of the member races of the Council are acknowledged throughout the Universe to be some of the same races that originally seeded Earth hundreds of thousands of years ago, as evidenced by the variety of humans on the planet today.  It is said the majority of these races have already been through the process of transformation, of upliftment -  the elevated vibration, density, and spiritual consciousness of 4D, fourth dimension, 5D, fifth dimension, and 6D, sixth dimension.

note:  for people who would like to find the location of these above star systems, I recommend you go to - www.stellarium.org.   It is a free, easy to download & use software package so that you can visually look out at your night sky from your computer, and see locations & names of constellations, galaxies, nebulae, star systems and many 3D planets with which you are familiar.  Just make sure to first establish your own default location of where you live... during your initial set up.  This whole process will only take you about 5 minutes.  It is very easy to use, especially for non-technical people. 


Sub Committees and/or Advisory Boards

Members of the Andromeda Council not holding one of the senior, twelve (12) chaired seats hold board positions of:   investigation, research, deliberation, and advisement to the Andromeda Council.  They do this on thirteen (13) unique, sub committees and/or advisory boards.

There are 5-6 people on each  sub committee, and/or advisory board. Collectively, these groups represent in excess of 400+ representative planets from three (3) star systems including Arcturus. 

Therefore, the majority, the greater percentage of these members come from different star systems & planets other  than  the planet where a senior chaired Andromeda Council member is from.

What is the -  Galactic Federation

There are affiliated councils, groups or races, some formal members of the Andromeda Council, some not, willing to help the people of planet Earth in its process of evolution.   The time of Earth's evolution has come.

One of the original groups of the Andromeda Council is the  Galactic Federation  which  is  a  long standing federation  of  star  systems  &  planets of benevolent beings based in the Tau Ceti star system.

You can think of the Galactic Federation as the Andromeda Council's operational 'management company', their deep space forces that are responsible for  day-to-day  management & enforcement of the cooperative protocols for:  intergalactic, interstellar  & interplanetary trade/barter/exchange of resources, products & services, societal, cultural, educational exchange and many other activities on a planet to planet basis.

The Galactic Federation is comprised of approximately 140 star systems, and at present it has 300 planets in its membership.  It has its own sitting council representing its own star systems & planets.  It is lead by a Chairman from the Tau Ceti star system. The Galactic Federation itself is the 10th senior chaired member of the Andromeda Council.  The Federation's lead planet is - Xeta.  

It is expected over the course of the next  few  years  as  planet  Earth  adjusts to its new life in the 4th dimension - as well as being part of a greater family of  intelligent  life  that is thriving across the  cosmos -  planet  Earth  will  be invited as a single member to join the Galactic Federation.  Earth's representative body on the Galactic Federation will be known as the - "Joint Earth Council".

They will be those people who have at the forefront of their consideration, those who in their hearts, minds & souls are driven by a sincere conscious interest & desire in a higher, better purpose... for a far better life for the future of all humanity on Earth.

Torture, flogging, and summary killings are rife in secret prisons run by the Islamic State in Iraq and al-Sham (ISIS), an armed group that controls large areas of northern Syria, said Amnesty International in a briefing published today.

ISIS, which claims to apply strict Shari’a (Islamic law) in areas it controls, has ruthlessly flouted the rights of local people. In the 18-page briefing, Rule of fear: ISIS abuses in detention in northern Syria, Amnesty International identifies seven detention facilities that ISIS uses in al-Raqqa governorate and Aleppo.

“Those abducted and detained by ISIS include children as young as eight who are held together with adults in the same cruel and inhuman conditions,” said Philip Luther, Amnesty International’s Director for the Middle East and North Africa.

Former detainees describe a shocking catalogue of abuses in which they or others were flogged with rubber generator belts or cables, tortured with electric shocks or forced to adopt a painful stress position known as aqrab (scorpion), in which a detainee’s wrists are secured together over one shoulder.

Some of those held by ISIS are suspected of theft or other crimes; others are accused of “crimes” against Islam, such as smoking cigarettes or zina, sex outside marriage. Others were seized for challenging ISIS’s rule or because they belonged to rival armed groups opposed to the Syrian government. ISIS is also suspected of abducting and detaining foreign nationals, including journalists covering the fighting in Syria.

Several children were among detainees who received severe floggings, according to testimonies obtained by Amnesty International. On one occasion, an anguished father had to endure screams of pain as ISIS captors tormented his son in a nearby room. Two detainees related how they witnessed a child of about 14 receive a flogging of more than 90 lashes during interrogation at Sadd al-Ba’ath, an ISIS prison in al-Raqqa governorate. Another child of about 14 who ISIS accused of stealing a motorbike was repeatedly flogged over several days.

“Flogging anyone, let alone children, is cruel and inhuman, and a gross abuse of human rights,” said Philip Luther. “ISIS should cease its use of flogging and other cruel punishments.”

Amnesty International is calling on ISIS to end its appalling treatment of detainees and for the group’s leaders to instruct their forces to respect human rights and abide by international humanitarian law.

Several former detainees told the organization that they were seized by masked gunmen who took them to undisclosed locations, where they were held for periods of up to 55 days. Some never learnt where they were but Amnesty International has identified ISIS prisons at seven locations: Mabna al-Mohafaza, Idarat al-Markabat and al-Mer’ab, all in al-Raqqa city; Sadd al Ba’ath and al-‘Akershi oil facility, both elsewhere in al-Raqqa governorate; and Mashfa al-Atfal and Maqar Ahmed Qaddour in Aleppo.
 
The Sadd al-Ba’ath prison is beside a dam on the Euphrates River at al-Mansura, where the local Shari’a court judge, who invariably appeared wearing an explosives belt, has instituted a reign of terror over its detainees.

Former detainees accuse him of presiding over grotesquely unfair “trials” lasting no more than a few minutes as other detainees look on, and handing down death penalties which are subsequently carried out. At his direction, detainees have been mercilessly flogged; on at least one occasion, he is said to have personally joined in the flogging.

At al-‘Akershi oil facility, which ISIS also appears to use as a military training ground, detainees were subjected to the aqrab as a means of torture, according to the testimonies of two men who were held there in recent months. One spent 40 days in solitary confinement, for part of which he was chained up in a tiny room full of electrical equipment with fuel on the floor.

“After years in which they were prey to the brutality of the al-Assad regime, the people of al-Raqqa and Aleppo are now suffering under a new form of tyranny imposed on them by ISIS, in which arbitrary detention, torture and executions have become the order of the day,” said Philip Luther.

Amnesty International is calling on the international community to take concrete steps to block the flow of arms and other support to ISIS and other armed groups implicated in committing war crimes and other serious human rights abuses.

“The Turkish government, in particular, should prevent its territory being used by ISIS to bring in arms and recruits to Syria,” said Philip Luther.

“As well, Gulf states that have voiced support for the armed groups fighting against the Syrian government should take action to prevent arms flows, equipment or other support reaching ISIS in view of its appalling human rights record.”

Amnesty International also renews its call to the Syrian government to allow unfettered access to Syria by the independent international Commission of Inquiry and by international humanitarian and human rights organizations, and to end its violations of human rights and international law, including the use of torture in its own detention centres.

War crimes and crimes against humanity are being committed in the Central African Republic, Amnesty International said at the close of a two-week mission to the country.

The organization is calling for the rapid deployment of a robust UN peacekeeping force with a clear mandate to protect civilians – and sufficient resources to do so effectively. 

“Our in-depth research on the ground in the Central African Republic over the past two weeks has left no room for doubt that war crimes and crimes against humanity are being committed by all parties to the conflict,” said Christian Mukosa, Amnesty International’s Central Africa expert.

“Crimes that have been committed include extrajudicial executions, mutilation of bodies, intentional destruction of religious buildings such as mosques, and the forced displacement of massive numbers of people.”

The three-person Amnesty International delegation has documented the violations and abuses that have taken place since violence erupted on 5 December in the capital, Bangui, with an early morning attack by anti-balaka militia.

In some neighbourhoods, the anti-balaka forces went door to door and killed approximately 60 Muslim men. The de facto government forces, known as ex-Seleka, retaliated on a larger scale against Christians in the wake of the attack, killing nearly 1,000 men over a two-day period and systematically looting civilian homes. A small number of women and children were also killed.

During the days that followed the initial burst of violence in Bangui, human rights violations and abuses continued at a staggering pace. 

Despite the presence of French and African military forces meant to protect the civilian population, civilians are being wilfully killed on a daily basis, with at least 90 additional people killed since 8 December. Some victims have been shot; others have been killed by angry mobs with machetes; others have even been stoned.

The complete absence of justice and accountability for these crimes has led to a downward spiral of revenge killings and to deepening inter-communal hatred and mistrust. In total 614,000 people have been displaced across the country – 189,000 in Bangui alone, a quarter of the city’s population.

“The continuing violence, the extensive destruction of property, and the forced displacement of the population in Bangui are feeding enormous anger, hostility and mistrust,” said Christian Mukosa.

“There can be no prospect of ending the cycle of violence until the militias are disarmed and there is proper and effective protection for the thousands of civilians at risk in the country. Residential neighbourhoods must be made safe as an urgent priority in order to allow people to go back to their homes and resume their normal lives.”

Any disarmament process must be accompanied by effective physical protection measures, particularly in crisis hotspots such as the PK5, Miskine and Combattant neighbourhoods. Amnesty International has learned of revenge attacks on those who have been disarmed to date.

One of the most worrying aspects of the current situation is the blurring of lines between organized armed groups and civilian mobs. In many cases it has been difficult to identify those responsible for the killings, but it is clear that many local civilians advocate violent acts of revenge, and some are participating in them. 

Both the Christian and Muslim communities have a deep sense of anger and grievance – many people have shown Amnesty International researchers photos and videos of slaughter that they keep on their mobile phones.

Amnesty International believes that more international troops are urgently needed to ensure security in Bangui and elsewhere in the Central African Republic. 

The African Union has promised to deploy up to 6,000 troops in a new peacekeeping force which is due to take authority in the Central African Republic on 19 December. This deployment is urgently needed but the makeup and deployment plans for the troops have not yet been spelled out.

Amnesty International is also calling on the UN to expedite its plans to set up a commission of inquiry to investigate war crimes, crimes against humanity and gross violations of human rights.

“It is important to establish responsibility for the crimes that have been committed by all sides in this conflict and ensure an end to decades of impunity that have prevailed in this country,” said Christian Mukosa. The organization has received credible information about militia leaders who are directly implicated in the attacks and should be brought to justice. 
“The international community has an important role to play in the Central African Republic, ensuring peacekeeping forces are deployed with all haste and are given the resources they need to prevent even greater bloodshed.”

Amnesty International will present its preliminary findings in a briefing at a press conference today in London. It will publish a more in-depth report in early 2014.
