The Andromeda Council is an intergalactic, interstellar & interdimensional governance & development body of aligned benevolent star systems & planets of sentient intelligent life... for worlds in both the Milky Way and Andromeda galaxies. The Andromeda galaxy is also known as M31 to the people of Earth. The chaired members of the Andromeda Council comprise a total of twelve (12) different, distinct member worlds & races.
As a high level governance body the Council is responsible for setting precedence, protocols, conditions of behavior regarding planetary exploration & first contact, new membership, and trade relations... among its member planets. Think of it as a deep space - 'United Nations'.
Its own conduct is guided-by, measured and adhered to by the highest degree of intergalactic standards, ethics and protocols. Every decision it makes is very cautious and deliberate. The Council itself is held responsible to a very rigorous set of governing laws and mandates to which it must adhere and obey.
The Council also has a non-voting Chairman from the Andromeda galaxy star system Zenetae, planet Tishtae, and a non-voting Vice-Chairwoman from the star system Mirach, planet Terial. The Mirach star system and planet Terial are located in the Milky Way Galaxy, though they can be seen from Earth as being in the Andromeda Constellation. The Zenetae star system itself is physically located in the Andromeda Galaxy. These two people, as many on the Andromeda Council, live & vibrate in an upper 4th dimension/density level reality.
There are also some 3D, third dimensional like Earth; 5D, fifth dimensional, and 6D, sixth dimensional, people that are members of this governance body as well. There is one council member per seat. There are living accommodations on the primary Andromeda Council biosphere, where these meetings are held, for the people who live in all of these dimensions of life.
Many of the member races of the Council are acknowledged throughout the Universe to be some of the same races that originally seeded Earth hundreds of thousands of years ago, as evidenced by the variety of humans on the planet today. It is said the majority of these races have already been through the process of transformation, of upliftment - the elevated vibration, density, and spiritual consciousness of 4D, fourth dimension, 5D, fifth dimension, and 6D, sixth dimension.

note: for people who would like to find the location of these above star systems, I recommend you go to - www.stellarium.org. It is a free, easy to download & use software package so that you can visually look out at your night sky from your computer, and see locations & names of constellations, galaxies, nebulae, star systems and many 3D planets with which you are familiar. Just make sure to first establish your own default location of where you live... during your initial set up. This whole process will only take you about 5 minutes. It is very easy to use, especially for non-technical people.
Sub Committees and/or Advisory Boards
Members of the Andromeda Council not holding one of the senior, twelve (12) chaired seats hold board positions of: investigation, research, deliberation, and advisement to the Andromeda Council. They do this on thirteen (13) unique, sub committees and/or advisory boards.
There are 5-6 people on each sub committee, and/or advisory board. Collectively, these groups represent in excess of 400+ representative planets from three (3) star systems including Arcturus.
Therefore, the majority, the greater percentage of these members come from different star systems & planets other than the planet where a senior chaired Andromeda Council member is from.
There is a chairperson, or otherwise named, to each advisory board. They are as follows:

What is the - Galactic Federation
There are affiliated councils, groups or races, some formal members of the Andromeda Council, some not, willing to help the people of planet Earth in its process of evolution. The time of Earth's evolution has come.
One of the original groups of the Andromeda Council is the Galactic Federation which is a long standing federation of star systems & planets of benevolent beings based in the Tau Ceti star system.
You can think of the Galactic Federation as the Andromeda Council's operational 'management company', their deep space forces that are responsible for day-to-day management & enforcement of the cooperative protocols for: intergalactic, interstellar & interplanetary trade/barter/exchange of resources, products & services, societal, cultural, educational exchange and many other activities on a planet to planet basis.
The Galactic Federation is comprised of approximately 140 star systems, and at present it has 300 planets in its membership. It has its own sitting council representing its own star systems & planets. It is lead by a Chairman from the Tau Ceti star system. The Galactic Federation itself is the 10th senior chaired member of the Andromeda Council. The Federation's lead planet is - Xeta.
It is expected over the course of the next few years as planet Earth adjusts to its new life in the 4th dimension - as well as being part of a greater family of intelligent life that is thriving across the cosmos - planet Earth will be invited as a single member to join the Galactic Federation. Earth's representative body on the Galactic Federation will be known as the - "Joint Earth Council".

This Joint Earth Council will be comprised of Earth's best & brightest forward thinking futurists from all walks & disciplines of life, from all across the planet.
They will be those people who have at the forefront of their consideration, those who in their hearts, minds & souls are driven by a sincere conscious interest & desire in a higher, better purpose... for a far better life for the future of all humanity on Earth.
